Everyone knew the world as a wonderful place before Panem was created. Everything was just fine until menacing natural disasters cursed the world and destroyed everything as we knew it. The oceans overflowed and covered up most of the land. What remained was a small portion of North America. The survivors were willing to set up a civilization again, but they needed a leader. President Snow took charge then, seeing his chance to gain control. He decided to name the new country Panem and divide into 13 Districts. Each district would produce a material needed for everyone's' survival. Citizens that lived in the city where President Snow lived, had everything that he had; Food, clothes, outrageous hair, houses, and all of the materialistic needs. While in the city everyone flourished, the Districts were all struggling for survival.

Later on, an uprising finally started. The District's unhappiness with the Capitol started a war. Every District was fought on, but they all underestimated President Snow's power. The war ended with District 13 being destroyed and many casualties. Not wanting the Districts to have another uprising, President Snow created The Hunger Games. Every year a boy and girl between the ages of 12 and 18 will be drawn from each District and they will fight to the death on television to remind everyone how horrible the uprising was, and show the districts who is their leader. The winner would receive food for their whole district, and the family would get money and a house in the Victor's Village. Then every 25 years there will be a Quarter Quell with a specific rule that the Games will follow.

Nothing has changed since the rebellion. District 13 is gone and all of the other Districts are under stricter control and are currently living in terrible conditions except for the Career Districts, who flourish with Capitol control. And now, the 64th Annual Hunger Games are almost upon the nation.
